PHP Script - dynamic newsletter sender

I use Joomla + PHPList for sending newsletters, so if you can make this work for my existing system, you will priority for this project.

However, you can propose the easiest way to do this in your PM - the person with the easiest method will win this project.

I want a PHP script or PHPList (newsletter) function that does this:

Sends a unique newsletter to each user, showing them listings in their area. Example: query the database for each postal code, searching for 10 items (listings) in the area - send that content in a newsletter to all users who share that postal code.

This can be done purely with PHP, but I prefer you do this with my existing PHPList - a very common newsletter software.

Please bid if you know how to do this with PHP - priority given to freelancers with experience using PHPList.
