time selector in php

i need a time selector the same who have google adwords to select the time and when the sime is selected i need send as two unsigned MEDIUMINT to a mysql database,

1 unsigned MEDIUMINT for AM (00:00 - 11:45) 48 bites , 6 bytes

1 unsigned MEDIUMINT for PM (12:00 - 23:45) 48 bites , 6 bytes

0xFFFFFF

if you select one time selected is 1 not selected 0

00:00 00:15 00:30 00:45 01:00 .....

the same for all the days in the week.
