Add API texting service to my system

I have a restaurant wait list management system (SaaS) that I need to add a texting web API added to it. I already have two texting API's from to other companies already in there BUT I am adding another. So the actual framework to do this is already there. So for anyone who is very good with API's and know they're way around ASP.net, C, web API and SQL Server should be able to get this done right quick. Oh, and you MUST know chinese and the texting web API documentation is in Chinese! If you think you can translate it into english and work with it, then I might consider it.

I need this done ASAP so my timeframe is extremely tight!
