Electricity retailing consultant in Ontario, Canada

We are from Singapore electricity retailing company SilverCoud Energy Pte Ltd. We are incorporating our Canada subsidiary in Ontario Canada to do the electricity retailing business. This project is to engage an experienced energy consultant to advise us the requirement and the whole testing process of Electricity Business Transaction (EBT) system that we need to develop before we can start our electricity retailing business. Basically we need to know the following:

1. What is the latest requirement and code format of EBT?

2. How can we test the EBT after development?

3. How should we engage local electricity distributor to retail electricity with them?

4. Who shall we engage to test and certify our EBT system?

We have attached a EBT standard for your reference, but not sure if it's the latest version and whether there is other related document in use at the moment. The energy consultant shall be able to liaise with local energy authority and electricity distributor to provide us all the latest document that we need to develop the EBT system. If the consultant can advise us any IT companies who has experience in the developing the EBT will be preferred.
