Troubleshoot for local server system

Hello Freelancer ,
we are running our food based ordering system live and local both , on that system when its managed from localhost we are using xampp server to host and using synch tool to make fetch data from live to localhost
Right now issue is that in case of localhost access for some system our web software speed is too slow , auto refresh for orderview page its working faster but for some system its getting too much slow its taking 10-15 sec to refresh page ,which is worst for our business
Searching for someone who is expert in debugging localhost server speed
On local server system, the loading time is affected by the internet connection. When there's no internet connection, our local server system run very fast and smoothly. But, once we connect internet, our local server system is working very slow. And it has dependent on the internet connection speed.
I need you to make my local server system works smooth and not affected on internet when connect with the internet.
The internet is needed only to scyn database
