expert in HTML, CSS, PHP, Database, Mobile and Wordpress - Monthly Salary 800$

I am building a website as a directory for business, I made some of the basic needs using Wordpress and I want a developer that:

1- can complete it ( add fields and database connections and so on )

2- make it possible to search by nearest location

3- can add mobile features to the mobile theme

4- make it in 2 languages ( Arabic - English )

5- put my own design

then just make sure that every month the website is working better and faster without any errors so each month would be maintenance and improvements.

preferred people who don't mind working in Dubai after a while *it will depends on the website performance and monetary
