Adding embedded text and/or video chat translation feature on existing website

My research center at the University of Haifa in Israel has created a website to allow for virtual contact between Israelis and Iranians. However, we only have a forum feature for direct contact.
In addition to embedding a chat feature to the site for real time communication, we wanted to go further and see if there's any platforms that can also automatically translate text from one language into another. For example, what is typed in Persian (Farsi) by one user is translated into Hebrew or English for the user at the other end. If such software exists and/or can be written, we would like to embed this type of chat feature.
Moreover, we would also like to ideally use the same kind of system for video chat, except through voice translation. Skype is coming out with such a tool ([login to view URL]), we want something like this embedded onto our site.
