URGENT: PHP Script To Auto-Rotate Equitable Shares Into A Database of Shareholders

I have a very urgent project that I need completed by no later than the 13th of November. It should only take a matter of 24-48 hours so this should be fine.
We are a group of 20 sales agents who have a total of 2 websites which are marketing the Money Merge Account program through the advertising medium of Google and Yahoo’s pay-per-click program. All 20 agents are pooling their money together to pay for the marketing of these 2 websites and we need to make sure that every time a new visitor completes a “Free Analysis” page or a “Contact Us” page on either website, that this information is equitably distributed via email to the next shareholder in line to receive a lead. Essentially, all we need is a script that will take each new lead from either of the 2 websites and distribute it to the next shareholder in rotation.
It is most important that every shareholder equally receives leads as they come in off the websites. Therefore, we need to have a script that will take that lead, and automatically rotate it to the next shareholder in line to receive a lead.
The website already successfully gathers the information from the website and sends it to an email address in an html format and has done so for years so all that’s really needed is the script to successfully rotate this information to the database of 20 email addresses.
The conceptual idea behind this project is this: we will have 2 websites that new leads (people who either fill out a “Free Analysis” or “Contact Us” form) will be coming into and going into 1 database where there will be an auto-rotator script distributing these leads to each new shareholder in line. Once a lead is distributed to a shareholder, that shareholder will go to the bottom of the line until it is their turn to receive a new lead.
The administrator needs to have a login page/administration area web-interface where he can add or delete new shareholders each month who join or leave the co-op. Also, where he can see all the leads that are coming into the database to see if it is working properly.
