258818 Paypal Checkout & Cust Profile

I have a website that has 4 products that we will use a paypal checkout system for. I need a programmer that can integrate the paypal add to cart buttons with a program that captures the clients information (like name, email, etc.) and then creates an account for the customer so that when they come back to the site, they can log in. ***The subscription button provides the customer with 6 packages. Everytime the customer logs into their account, they should see how many packages they have left. Im not sure what programming languages are necessary as I am not a programmer. I will let you decide what is best.
