parse logfile into sharepoint using webservices

Hi,
We have a MS sharepoint portal which is hosted for us.
On it in our workspace I have created a list which I would like to fill with data coming directly out of an logfile.cvs.
What I would like is:
1. A small tool/script where I can select the logfile
2. Enter authentication details for the sharepoint portal (username,password, domain and url)
2. The amount of collums in the logfile == the amount of collums in the sharepoint list.
3. That the synchonisation gets done on a set time interval
4. That after updating the list and it was successfull
a small file should be updated with indicating a success or falure. (eg. 0 for succes and 1 for failure.)
5. Multiple versions of the same exe or script should be able to run concurrent.
The logfile will contain a fixed amount of collums
eg.
date,time,lab,program,status
1/1/2006,11:00,lab1,tvguide,started
2/1/2006,06:52,lab1,tvguide,stoped
etc
In this case I would create in sharepoint 5 collums
I was reading that something like this is possible in Perl using LWP modules, but it can be done with VB.net too

The Preference would be a perl script.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

should run on windows or linux perferably written in perl but a .net application/script do too.
