Write Simple PHP WebService

Android application will send events to webservice and WS have to write data into mySQL database/table.
WS must make some simple checks based on ID (record already exists, new record ) and return response code.
WS can receive one record or can receive few 10 records in one call from phone app. WS response should be also one code or array.
WS should be lightweight with minimum traffic. Written should be in PHP because of my PHP hosting – anyway open for discussion regarding technology.
App will send event to WS: ID (int), EventCode(int), Timestamp, DeviceCode(str), UserCode(int)
WS will respond to app with: ID:status_code, Internal_ID

Hello, I have worked on similar projects. One question, how will you send events to the WS. I think it will be HTTP POST? Then in WS scripts. I will parse the request and do the rest task.
