RAS (L2TP) Connection Creation and Monitoring App(repost)

We require the creation of a taskbar application to create and monitor an L2TP connection to a server using the standard windows RAS, however the RAS needs to be dialled in the background. The app should have a user interface that prompts for username & password to connect to the L2TP server when first run. All other parameters required to setup the connection should be supplied by the application. Note: These default parameters need to be easy to change as this app will be used to monitor connections to different L2TP servers.

The app should minimize to the taskbar and monitor the connectivity of the computer. Whenever the computer has an internet connection, the L2TP connection should be automatically established and monitored. Should the connection die for any reason, the application should automatically reconnect.

We also require the creation of an installer to install the application onto a PC.

The application should work on windows, we want to support. Windows XP, Windows 98, Windows ME and Vista.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
