invetory database using serial numbers for techs

Hi,

I am looking to build an Inventory web Database for techs that install receivers. WEBSITE, MYSQL, PHP. Or what ever runs faster

Here are some critical requirements:

1-Secure log in.

2-Ability to upload a CSV file with preview and deleteing lines before loading on mysql.

3-a admin panel to add techs and supervisors, admin with privileges

4-setuping the tables in mysql

5-Ability to have a tech login and based on his or her tech number only there inventory is shown so they can update the last 3 columns in the inventory.

6-Run Reports - for supervisors only or who ever has privileges

7-Export import Tables to PDF and excel

8-also when a report is pulled by a tech to high light and send e-mail to that tech when a box is 2 weeks old... something like that i can explain later this is not that important.

This will be an ongoing project that will have changes and updates maid in the future witch changes may be major and minor I can pay per your estimate thanks
