Web Services Integration into Osc Max

I operate an OscMax shopping cart. (directive of OSCommerce). We work with one supplier who has two fulfillment centers. Our supplier has requested we implement their Web Services package. From my understanding this is an API framework that will allow us to Submit Orders, Get Pricing and Availability.
We are looking from someone to build us a module that will do the following:
1. Update Product Price in Admin
2. Submit order to our supplier
Since there are two branches we work with the system will have to give us the ability to choose which branch to submit the order. We do have some products that will need to be submitted manually so we will need the ability to omit order from submission as well. The module will also have to have the ability to update product status on the admin side of oscmax once the orders have been submitted.
