Android and PHP-MySQL Field Data Collection

We are a small local lending company and built on a microfinance platform. We have field lending professionals who go to small businesses and generate leads. We also have the same people or different people who follow the leads and collectdata from them, which consists of business info (address, tel# etc), photos (of business as well as owners), location, Financial info (we have a form with about 8 fields)

Our teams are in rural areas and we want this application to be low on bandwidth consumption through local storage and then uploading via a one-time push from a WiFi zone. We want a rapidly scalable application where the field work happens almost entirely on Android phones or at best 7" tabs and the back office works on desktops. Similarly, the app should have GPS conserving mode and other features to save on battery.

We need a workflow around the lead generation - Whenever a lead is generated, the 'posting' is picked by agents in the vicinity and thus it is out of the 'inventory'. Once it is picked from the task inventory, the event should be added to the person;s calendar (we are on Google Apps).

We also would like to have route maps for an agent for the day based on Google Maps. Similarly, when displaying the leads, we want the lead to go to the nearest agent or idle-most agent (need flexibility to define these and customize). In other words, we need a traveling salesman algorithm.

The work of an agent also involved regular visit to the business to see how they are doing and also collect the monthly EMI. These regular routine pre-planned visits should also be part of the workflow. A sort of attendance system on calendar to ensure they visited the place based on the geo-location of a client is required.

In otherwords, our top panel should have tabs for

1. Clients

2. Tasks and assignment of tasks

3. Calendar

4. Reports - Basic reporting (such as taks pending, who did what, daily, weekly and monthly report etc.)

The same form should be converted into a task and should be editable subsequently by the same agent or any other agent. Ability to save as Draft is important too.
