extract data from txt to database tables or csv

We have 2 kind of files, the txt with the data and the pdf with the rules on how to divide the columns. The roles are different for each txt file. We need a script to do it automatically because there is over 1400 txt files to extract. The end format must be csv of sql
eg.
in the txt there are rows like this:
9999010A 000000017 978EUR000015789 0ATAUT040
9999010ADN000000018 886YER000015811 0YEYEM887
the pdf explain where to put the semicolumn basing it on the number of characters (length):
column 1: Pos. 000 length: 22
column 2: Pos. 022 length: 4
column 3: Pos. 026 length: 3
column 4: Pos. 029 length: 3
column 5: Pos. 032 length: 9
etc.
