Sending messages to all members of a forum

I'll provide you with a link to a forum and I need you to send a message to every member. I think this forum requires you to wait 1 minute between messages, but I'm not sure.
You must do this manually or have a way to filter the member list so you do NOT message any administrators/moderators. The only members you should message are regular members without custom titles. *IF YOU MESSAGE ADMINISTRATORS/MODERATORS OR USERS WITH CUSTOM TITLES, I WILL NOT PAY YOU*
The forum has about 150,000 members but you can exclude members with 0 posts. After you place your bid, I'll send you the link to the forum and you can take a look at it to figure out how many members you'll need to message and if you'll be able to filter out the admins. If you want to adjust your bid after viewing the forum, that's fine. Thanks and I look forward to working with you.
