Style a responsive map with rollovers

Small, fast project.
I have a map that is divided into four quadrants. I need to have the map set with a max width of 900px, and centered within a max width of 1220 px, max height 600 px. The entire map should be responsive so that it scales with the site down to mobile.
When each quadrant is rolled-over the quadrant color opacity should change. A non-responsive version built using tables can be seen here. [login to view URL] I need a version preferably not using tables.
