Logo touch-up

Hi, I already have some design idea for a logo for a new company.
The company is called eQloud. Here is the idea and rough specification of its logo:
1. The design is inspired by Skype logo
2. It is a logo for cloud consultancy company, hence the logo should have a feeling of a "cloud"
3. The typography is based on Baskerville font.
4. The blue color of our logo is #3e9fd9
5. My draft logo was done on Photoshop by using "Color Overlay" and "Stroke" style option.
6. The first letter on the logo is an epsilon (?), not an e.
7. The square version of the logo (which will be used for Icon Apps or [url removed, login to view]), is based on the first 2 letters, "?Q".
So, based on my draft idea before, here is what I need you to do:
1. Redo the logo in Adobe Illustrator (that way I can have vector version and export it to svg format). Note, please make sure it is compatible with CS5.
2. Make the logo more "puffy". If you see Skype logo it has some "bump", so it doesn't strictly follow the counter of the word. This make it look more cloudy. I want the similar feel to my logo.
3. Please make the inverse version of the logo (i.e. the background/paper color is #3e9fd9 and the logo is white) and the square version in Illustrator as well.
I have the skill to export/convert/adjust image format and quality. But not really a design skill. So, as long as I got the .ai file, I can handle the rest from there.
Since this is a very simple project (for those skilled in graphic design), I assume this can be done within 1 hour. Therefore my budget is within $8-$15. So, when bid please PM me with your logo (in lower resolution JPG); then I will choose who to award it to. After I pay (release milestone), then you can send me the original Illustrator
file. This bidding will be open for 18 hours only.
