Push notification in hiOS, xOS (infinix, Tecno, xiaomi)

I'm working on tracking app like talabat app this app is built using native android (java) I have background service to update drive format using google api, when drive arrived at premium I hit API and notify driver to send local notification with some data. The problem is that some custom operating systems like hiOS, xOS (infinix, Tecno, xiaomi) prevent the background from doing the job normally due to some limitation imposed by the operating system. It works fine on Samsung devices. So if you can build such a feature in the beta app then let me know what it will cost and when you can provide me the code.
