Design a T-Shirt for The Fisherman

I need for T-shirts chest approximately 8"X12" with the text: No Bad Weather For The Fisherman. The drawing should reflect that writing: Upper half body of fisherman with the rod in his hands pulling out a big fish. Rain is raining (show some drops of rain (not too much, maybe some wing- use your own creativity). Drowing should be done with humor, but not too crazy. So Fishermen would love to wear it during a fishing. File should be in .ai, .pdf or .eps
