Convert Adobe XD design to Wordpress theme

I have a WordPress-based site for a family charity, and the site needs to be made into an introduction site as well as a donation site.
The design has been created in Arabic and is ready for construction. On the site there are some features that were previously built, and some of them require programming as follows:
* Available features:
The site now integrates with the SMS Service provider so that the activation code will be sent once a user logs in.
2- The login was linked to the family members' information, where a Custom Post was built and linked with Custom Fileds, so that when logging in, it confirms that the user's mobile number is present, and then he is transferred to a special page to modify his data and the data of his father and family members.
* Features not available:
1 - Products for donations or subscriptions to the association will be developed, provided that there are products dedicated to family members that can only be donated after logging in, and products that are open to all without requiring a login or registration.
The number of pages will be about 15 pages.
The payment gateway will have a plugin.
The integration will only be for text messages (login - donate confirmation - donation gift messages, etc)
