Wordpress CSS Customize

I would like to have our Wordpress site centered based on the content. This content should be centered based on the screen shot provided. I also would like the tiles to be the same size nomatter the type of content is in the tile home page. Also would like the images that are imported on the blog to be clickable and take them to the title link. I also want want two banner ads size of 300x250 and 300x600 to be place in between the blog post tiles. This banner sizes need to no break the site and not move as the blog is loaded. I should be able to add this as a widget or some type of code on the backend. So the template should be fixed based on the featured below: 1. Tile should be 300 in width 2. Post image should be 300 width. height will be auto. 3. Site should look the same on device with the ability to resized to be disable. 4. Two banner zone place in between the tiles of 300x250 and 300x600 that will stay in place as the tile are change around it. 5. All changes should be coded based on the instructions and commented out. I will upload the screen shot in a bit.
