enhance & improve NSIS windows installation wizard

we are using NSIS installer to package and install our java based application.
Application itself is being wrapped as exe file (already done) and installed as service.
we need to enhance and improve our installation script by adding new features to installation process wizard. e.g. checking if application is already installed.
skills required :
1. experience with nsis [login to view URL]
2. experience with windows api
3. basic experience with networking (tcp/ip, http, https ...)
4. experience with jenkins - A BIG +
