Website Design Upgrade

I have 2 HTML Web Designs that I need adjusted to give them more life and livelihood. Feedback from my team is that there isn't enough colour and livelihood to them and they look too bland. I worked with a freelancer to design the layout and I am happy with that but here the design need a bit of character and a few additional pages designed in the Admin View. This is design only, not development. I already have the HTML files for the sites.
I need somebody with a good sense of design to add our logo which has been completed and try give the designs some character that reflects our new logo and purpose of the site.
