Medical Office Website Using React/Fuse theme/Node -- 2

I have been working on a project for many years that has unfortunately failed many times. This is a tool to help document clinical encounters in a medical office. It involves extensive use of macros and templates to allow quick documentation. The project has been done in several different technologies. Unfortunately several developers who have worked on this project have had their account suspended due nefarious activity. So often I'm left with code from a partial project that is not functional.
In December of 2019 I embarked on this project again and the goal was to develop it in React/Node. The developer worked a few weeks, put together the website, and then subsequently got banned from the site. Those who have looked at the code say it's terrible but at least the site can be used for illustrative purposes.

The design and look of this project is not good so the last developer moved the project to the Fuse theme and it looks much better. But again the project is not complete and only partially done. The developer that worked on this also had his account suspended. Before that happened, however, I did have him send me the project files and I can send for review.
I understand there may be some missing DB files in the current project but I can grant access to the December 2019 project on GoDaddy and Gitlab once I can get some feel as to the integrity of the potential developer. I once granted developers access to the project and they corrupted it. I hired someone to fix it (as the previous developer was banned) and it still was not fixed correctly and thus does not work fully.
It's been my experience that these projects often fail (as mine has repeatedly). I've worked with 3 developers who got banned from the site, another developer who simply took money and didn't do anything, and another developer who worked on the project for a while but didn't complete and thus left me with a product I had paid for but couldn't use. As a result, admin has suggested several approaches to mitigate the chance of failure. First, obviously try to select the best freelancer. Secondly, only work on a milestone basis so that the developer is paid only when he/she completes the mutually agreed upon functionality. Lastly, as the project progresses, have an independent person analyze the code and make sure the project is heading in the right direction. That's what I plan on doing.
The major part of the program is the charting tool which allows providers to document encounters. It is the most unique aspect of the project as it is new for developers. The other components--scheduling, task manager, communication, etc--have been done a million times and is relatively easy for developers. The charting tool utilized predefined elements that the user can create and then quickly populate data into the page. I can send illustrative videos.
This product will need to be flexible as I want to modify/improve it over time. Quite frankly, I'm tired of being on this site looking for developers and want to just find one long-term partner.
