Build a food ordering Platform (website + ios/Android app)

Dear Freelancers,
We want to build a food ordering platform (website + Andoird & ios apps ).
I am looking for someone who has already developed a similar platform. Below are the main features:
The platform will have two user groups:
Customers: Ordering the food based on their location and filtering criteria (Sushi, Burger, Halal ....)
Restaurant: Post offers (Dish pictures, Description, Quantities, Oder date, Price ...)
Multi languages platform (EN, FR, DE, NL) --> Client is redirected based on Domain and location
The platform will manage also the reviews and payments
Possibility to message between customers and restaurant (In case of order delays and other situations)
The platform needs to be hosted preferably by AWS or similar cloud services.
I am looking for someone who has experience with Fullstack Dev and Cloud based services.
