osCommerce Online Merchant v2.3.1 Template and more

A. My website is directed to Brazilian buyers. I use a company called Mercado Pago. This is more or less the Brazilian equivalent to Paypal. I have an issue that is very similar to what many people using Paypal have, sometimes when buyers choose Mercado Pago as the payment form and pay OSCommerce does not record the order. This results in a payment notification by Mercado Pago but I have no idea of what products to ship. B. Discount codes - I understand that there are pre-written modules for discount codes. I would like the ability to offer discount to certain clients. C. Automated newsletter - Currently only the default newsletter module is installed. I want a newsletter module that will pull existing pictures from the website. This newsletter needs to be in a template form, meaning the graphics (minus the product pictures) stay the same I only want to change the text and add product pictures. I need something non time consuming and easy to manage. D. - Cleanup of code - Due to multiple modules being installed and my lack of expertise in PHP winning bidder will need to go over the code and clean up any errors or non needed code. This will not be a big job, I currently have no error messages on my website but I do not want it to be difficult for contractors to do work and/or maintain the site due to messy or unneeded code. E. - I do have a notification "I am able to write to the configuration file: /home4/mercadom/public_html/includes/configure.php. This is a potential security risk - please set the right user permissions on this file. I know this has to do with permission set via my hosting server. I have tried to change the security rights several times with no success removing this error so I will need some guidance Do I need a certificate? F.- Better graphical reporting - I want better graphical reporting showing current clients I can sort by date, login activity, purchasing activity sorted by top buyers. Daily, weekly, monthly and yearly sales and client signup reports. G. - Portuguese errors - I have some Portuguese errors mainly due to the fact that OSCommerce is inserted very strange characters when I type key characters that are associated with the Portuguese language but not associate with this English language such as "ã, ç, and ó H. - Template - I believe the bulk of this project will be the template I need installed. I have not decided on a template yet primarily due to the fact that I need to ensure that the template will not cause errors with current backend functionality of the website. In this I mean I do not want to install a template that will require a complete redesign of the website. I have several custom modules that are very specific to Brazil and do not want to have to completely redo these modules. I will need winning bidder to ensure template will not cause a bunch of errors that will ultimately make the time and cost of this project to rise. I. - Ability to link to videos - IN the future I want to link some or all my products to video on youtube or perhaps other media websites. I need a straight forward easy way to do this. J. - Advice on how link my products and website to social media sites for advertising purposes. K.- Point system - There are currently pre made modules for OSCommerce that are designed to give client loyalty points every time they purchase based on the dollar amount they spend. We will need to discuss available modules and decide which module will best suit my needs. L. - Promotion/discount product page - I need to have an additional page on the website created solely for promotion and discounted inventory. This project can be broken up in phases starting with the template. Bidders need to be mindful of down time. Payments will be via Paypal.
