Canada Pharmacy Template

The job entails creating a template for a canadian pharmacy website. I would like the canadian flag and a picture of an older coulple on the top border. The rest of the template should be blank however i do want buttons and a color scheme created for me. All of the pictures must be setup as background pictures so that i can add text wherever i need to on the page. Should be delvered in an html format with the photoshop file (not just a photoshop template). I use will use dreamweaver to edit the template so keep that in mind. No current templates, it must be an original !!
