PSD to HTML5/CSS with AJAX requirement

This is the first part of a two part project to convert a series of 20-25 screens to HTML webpages - the HTML/Javascript/CSS should be clearly documented as the HTML pages will be converted to CodeIgniter templates in-house.
The screens, which have a common header, footer and background, will be supplied as a PSD file and the final HTML/CSS coding should mirror the PSDs. The web pages should be written using the latest HTML5 standards, with CSS/Javascript/AJAX coding included where necessary for re-loading parts of the page without a screen refresh, or for pop-up CSS windows. The project requires that there should be NO usage of Adobe Flash in anyway. All pages follow a similar format, and the final CSS files should, where possible, reference a common CSS structure for Headline, Sub Heading, Body Text elements etc..
Part of the main index page has a requirement to show four different content panels, one after the other, with one of the panels containing dynamic data (images).

The second part of this project would ideally be awarded to the winner of the first as it includes a further 20 odd screens, which use the same header/footer/css styles etc and base design as the first part. We are willing to consider bids that accomplish the full task in one stage.
The timescales for this project is ideally 6 weeks, 8 at the absolute most. If it can be completed sooner, that would be great. Location of the provider is not an issue for the project, but the winner must have good English and be able to keep to timescales.
