I will own the software, technical (software internals) documentation, user documentation (how to use it) and some support time - please acknowledge this in your bid/proposal.
The domain is [login to view URL], registrar is whois, and also make .ORG and .NET go to the site. Logo, Logo plus slogan, and Both (3) files are attached. This spec is attached with image examples. The logo should appear separate from the slogan and be blue. Reference site is https://fivethirtyeight.com. I have a [login to view URL] account and a [login to view URL] multi domain Linux account to use. Please develop the system and host it yourself so I can try it, then port it to one of my 2 accounts after project is finalized.
These specs are just my attempt to model what I want to see and of course you are free to modify to suit your needs or add limited extensions with useful functionality.
The site should have a home page similar to the reference site, with a TOP, MIDDLE and BOTTOM. See reference site for guidance throughout. I will define the contents of all pages by inputting image files, numbers and word-processer text. The home page:

The middle consists of 1 or more contiguous columns each with a width (as is apparent on the reference site.) Each column has a number of contiguous boxes (rectangles) with a height. The sum of the heights is the same for all columns, making an overall big rectangle divided into rectangles ("boxes") with vertical lines slicing it up into independent columns of the same height.

I believe you should be able to mimic the reference site articles. You can interpret the definitions each time you load rather than compile the HTML but I wonder how much that will slow it down and how fast it will be anyway. Or if it would display better. Maybe a future project will be to compile it.
