Teachers who download but never upload need a custom Moodle role, not the stock Teacher role. I'd clone the Student archetype into a view-only teacher role, which downloads but can't edit. Teaching administrators get Manager on their own subject's course category, all standard Moodle. On AWS that's EC2, RDS and EFS, with nightly RDS snapshots plus automated course backups. Moodle's auth_db and enrol_database plugins can sync teacher accounts and enrolments from your class management system without custom code. I'll itemise that scope, cost and timeline separately after reading your API docs. Moodle on AWS with the three roles is the first milestone, 5 days after we start, paid once it works. Does that system expose a database view, or only an HTTP API?

On AWS I'd run this on EC2 with RDS for the database instead of a single box, giving you real automated snapshots, a clean patching path and IAM-scoped access instead of shared root keys. I've deployed Moodle this way before, Docker on EC2, RDS backing it, scheduled backup jobs, so the stack itself isn't the risk. The risk is making sure the course and role structure matches how ten teachers use it day to day, which is where the early milestones go.
