They determine what the booking engine has to enforce, and they have to be written down before anyone builds a signup flow, or your participating hotels will be the ones who discover them. I would rather raise that now than build a platform whose central promise has not been costed. On the build itself: room reservations across a network of properties means availability and rates per property, which is a real inventory problem rather than a form. Itinerary building for Northeast India is a different feature again — closer to a planner than a booking engine.
