Ticker Tape Control Help - VB.NET

I have a ticker tape control written in VB.NET. I'm trying to place the ticker tape behind a static image that is partially transparent. I can't get the ticker tape to stay behind the image. For some reason the ticker tape control isn't allowing me to layer it behind the image. I'm looking for someone who can modify the ticker tape control to allow me to place it behind the static png image. The code for the ticker tape is attached. I will give a 10 rating for good work, Thanks
