Hello, you're already swimming in offers of quite literally all kinds so I'll keep things to the point: what you're asking for is relatively simple in nature but extremely time-consuming in practice as the overall look of the video makes it difficult for any kind of motion-detection software to do much good and leave the editor to just clean up after it. Instead, this appears to be around 10 minutes worth of footage requiring a lot of manual retracing of the subject, assuming it's been taken by some kind of a phone, that's around 15,000 frames to go through. I'd probably temporarily brighten up the footage during editing and try to have some motion-detection help me out a little bit, hoping it can at least accurately trace a few limbs for more than a second or two but generally speaking, I estimate three long working days are a bare minimum to deliver what you're asking for; note that I'm really banking on the fact you asked for "very professional" results here. Well, good luck regardless of whom you choose and a piece of advice: if you're the author of the video and aren't in a crazy hurry, retaking it with better lighting and while wearing clothes that stick out from the environment more would probably allow you to save half of the budget listed here as something like that would turn a three-day editing session into a six-hour one.
