Create & Design a Plumber Referral website

I need to hire a vworker to create the following site: [login to view URL] I want the site to function similar to: [login to view URL] I want all the states to be listed on the left side of the page. I want a user to be able to search by zip code and have a result page. The winning bidder will: 1. create and design the [login to view URL] main page complete with state listing, logo, and extra links. 2. create state folders. And for New York, you will create with (2) pages for counties. example: Nassau County & Suffolk County 3. create a payment page (will link from paypal). Users who visit will be able to list their plumbing company and be given 2 choices. A free listing, or a premium listing with top placement for their zip code / county. If they select a premium listing, you will use paypal code to process payment. 4. place 3 ficticious listings on the 2 county pages complete with fake company name, address, logo, website, etc. 5. the site will be SEO and search engine friendly. 6. users will be able to submit online their company information for a 'free' listing and a 'premium' listing. 7. you will incorporate google code for adsense (i have an account) 8. you will incorporate quality articles relevant to finding a plumber, etc. Look at the existing page and bid with your ideas. I am open to ideas and a bonus may be available. I want users who visit the site to be able to search for a plumber by zip code. I want a listing of all the states on the left side of the page. Below the states, I want links to: Plumbing Resources, How-To Tips, Plumbing Supplies, Plumbers Blog, Plumbing FAQ, Free Advertising, Premium Advertising Again, I want the new site to function exactly like [login to view URL] but you cant copy the site. This new site you will create, [login to view URL], is a different company and not affiliated with [login to view URL] It is very important that a user visiting the new site can list their business - either a free listing or a premium listing. If they chose a premium listing - they will have (2) choices.
