Help for friend with BANK LEVY

Hello - my good friend is having trouble with a bank levy on his bank account. He thinks its his credit card companies locking his account because of non-payment/debt on his cards. Is that even possible? He is having difficulty contacting his bank as well. They have locked him out.

I would like to help him by hiring an attorney who can help him get out of this. He is currently living in Belgium (though he is a US citizen).
