My project requires a freelancer with the expertise and experience to provide access to a data file within the c:\users\public directory. The desired access level is Read & Write access and data file size should be less than 1MB is size. For security purposes, the freelancer should provide basic security. I've hritten a "C" program that initially write a data file into the c:\users\public directory successfully and populates it a bit ok. Could it be a permissions problems?

But after a while, it refuses to open up successfully. The "C" open statement return code is 13. As mentioned, the program is resides in one of the users directorys. There are some users whom have success, but the others have no success. I know the program works excellent with full access to the data file, but right now it is the pits with no file accessl What has to be done to over come this problem??
