We are looking to establish a solid working relationship with the winning bidder of this project. Our goal is to hire a consultant/developer/tech to help us conceptualize, build, and implement the project. We will also need the consultant to be available to us for any future troubleshooting as well as future projects we will be working on.
The basic idea of the project is a call server - a computer that will be hosted that can place phone calls. We like the idea of using VOIP. We would also need an API to interface with the server from our website.
Our company runs a website that places wake-up calls to our clients. Currently, the calls are being outsourced to another call center via a web-based API. We have had difficulties with this call center and that, combined with the fact that we're growing and need something stable of our own, is why we decided to build our own call server.
We like the idea of using VOIP technology, but would consider recommendations in this area. Basically, your job would be to act as a consultant and developer during the process. You would make recommendations on the server as well as what it should contain and what installed software is necessary. Then, you would develop the code to place the calls.
The code would need to be somewhat advanced. We would pass the server a name, phone number, call date and time, and message. Most of the messages would be wavs (so we need the ability to upload new ones on the fly), but some may also require a Text-To-Speech engine. The server would store this information and then place that call at that given date/time. You would also need to consider time zones in the coding logic. We would need an API for this system so that our PHP-based website could interface with it easily.
