Group Web calendar

I am looking for someone with extensive experience selecting and setting up web calendar programs for groups to help me select and implement a professional looking, well-functioning web-based calendar system for displaying events according to pre-set categories to be selected by the user and confirmed by the administrator (expecting about 6-8 categories) and allowing user online calendar entry submissions with an online approval process prior to public posting. Users should be able to view whether event times conflict for a given set of criteria and should be able to export selected events into Outlook and other popular e-mail programs. It is anticipated that this project will be supported by several sponsors who will be given an opportunity to advertise next to the calendar. There will not be any popups or blinking advertising. However, the advertisements will likely have links to other sites. The selected web calendar should have a monthly access fee (SaaS) less than $15 per month or, if necessary, a purchase price less than $200. The software should have an attractive and an intuitive user friendly interface (i.e., the user interface should not require computer or web savvy). If you are selected, you will receive a first milestone payment of $20 for recommending the appropriate software and providing an appropriate justification. You will then be commissioned with putting the selected web calendar on an empty website (domain name and site have already been secured) and adapting the web calendar for the purpose described above using the web calendar features. This step is to be completed within ten days of when you receive information regarding the categories to be defined in the web calendar. Upon satisfactory and timely implementation, a second milestone payment not exceeding $100 will be made. This project is likely to lead to further work as the web calendar is revised and adapted over time. I look forward to your proposal.
