I do a lot of Python + 3D work and this kind of STL overlay task is pretty straightforward. You want to load the STL foot scan, render it as a 2D projection (or work in 3D space), then align/overlay the orthotic image on top - probably using Open3D or trimesh for the STL and PIL/OpenCV for the image overlay.
