Senior Software Architect for Learning Management System (LMS)

Hi,
I would like to immediately start development on a Learning Management System (LMS). Our clients are school boards in the middle east. We are based in Toronto Canada and will manage the software from here. This role is *only* for an architect, the actual development will be done by another team. The architect will design the application and oversee its development. The architect will also be engaged on an ongoing basis to design updates and new features to the application.
1.) The most important question here is which technologies to use and why (what advantages do those technologies have)
2.) A very fluid and "slick" UI is critical here. We cant afford long page load times and annoying page refreshes. We also need this to be very lightweight. We need to make the right technology decisions here. I am not sure if you have seen the UI that QuickBase uses: http://quickbase.intuit.com. It is very fast and slick. I am not sure what the underlying technologies are. I like the fact that a lot of the data is preloaded onto the screen.
3.) Architecture:
- We should be using best practices
- The initial solution will be cloud based (hosted), version 2 will be enterprise based
- Needs to be scalable to grow from 2,000 teachers to 100,000 teachers in one year
- I will likely also engage a second architect just as a backup and to provide validation on some areas where I might have doubts
- I will hire a User Experience (UX) expert to help with the front end look
3.) Other Important items:
Everything needs to be very well documented every step of the way (not just documented at the end). I will need to begin by closely evaluating your past documentation, so please send me some architectural documentation of your work as a starting point
Communication is key here. I need somebody who I can be in regular communication with and somebody who is able to clearly express their concepts in a structured and professional fashion
I am looking for a long term relationship here. Someone I can rely on to manage and guide this application for many years to come.
