Its faster than human but slower than paid api. Since we need to send sms we should better use an sms provider and in this regard twilio is the best all around service provider. It's capable of sending 10 sms per second for each twilio phone number. If you need faster delivery than that we can use more than 1 twilio phone number. Each twilio phone number costs $5/month, also each sms costs $0.0490. You can further check the details on twilio's website. I'm planning to create this is as a web app. You'll be able to simply paste the phone numbers into that app and then it'll handle the rest. I'm planning to use python to implement it. It'll require an entry level server(vps) though which'll cost like $5/month. We can use do, linode or any other service provider. If you prefer a desktop application instead that's totally fine as well, your call. This'll be ready in 5 days at most, thanks.
