Shell script clean up incomplete record sections

Please see the two attached text files [login to view URL] and [login to view URL], need a script that can take the file before and produce one with the incomplete sections removed. Need to find the incomplete sections in [login to view URL] and leave only complete sections in the file [login to view URL]

Please only BID if you know how to do this and are certain you can do this?

Expecting this is something easy for about $10 or so and will be something scripting person with Shell, KSH, Bash, or otherwise would know and understand.

Please note there is hope we can mutually complete this task; we can leave each other nice comments and 5 stars for each.
