Ethics is an important aspect in the creation and continued existence of the digital divide. Access to technology can lead to unparalleled levels of information. Information leads to learning and subsequent improvements in quality of life. Conversely, the lack of such access stifles learning and degrades quality of life.
Technology can help to bridge the digital divide. As we learned this week, low-cost technological solutions, such as the laptop computers offered by the One Laptop per Child organization, can improve education in developing countries. Cell phones are another technology that can help bridge the divide. More powerful cell phones and fast cell networks can provide people with access to information and services they otherwise would not have access to.
The digital divide opens up a discussion concerning ethics. For example, should computer manufacturers make low-cost computers available? Should healthcare providers invest in new technologies such as telemedicine to offer services to the underprivileged? Should internet service providers (ISPs) provide low-cost services in developing countries? These and many other such questions concerning ethics and IT’s role in improving productivity and quality of life are major concerns for IT professionals and the businesses and agencies for whom they work.
Research and identify ethical concerns regarding the digital divide. Discuss three of these ethical concerns. Provide your recommendations regarding how technology can improve quality of life addressing one of these concerns. Include in your recommendations what technology or technologies you believe are the most appropriate.
