Hey, I currently work full-time as a 3D artist, mainly focused on characters 3d printing, so I'm very comfortable with character work. One thing I’d like to clarify first though is what exactly your expectations are regarding the “3D” aspect of the project. The example cartoon is toon shaded which I could definitely achieve by create a toon-shaded 3D character similar in vibe to your examples and render both stills and animated shots from it, but I’d like to understand the intended workflow first and for what purpose it's going to be used.
