Two things I would raise before starting. Your acceptance criteria include passing App Store review. For user-generated content Apple applies guideline 1.2, which expects four things to already be in the build: a content filter, a way to report content, a way to block an abusive user, and a published way to contact you. Your post lists like, comment, delete and report - blocking is the one that is usually missing, and on its own it is a straight rejection. Second, media upload under 10 seconds on wifi means compressing and transcoding video on the device before it uploads. A raw phone video is often well over 100 MB, and no upload will hit that target untouched. On budget: at the posted range I would scope a solid phase one - auth, profiles, feed, media upload, chat and push.
