I am looking for a skilled developer who can create a text-to-speech software for Windows that caters to the Hindi language. The software should have the following features:
- Ability to convert written text into spoken words in Hindi
- Option to choose between male and female voices for the software
- No additional features like voice control or recognition required
- Target audience is individuals who need assistance with reading and understanding Hindi text

Note: Don't be confused, I don't want to use the API of these online applications (fliki or elevenlabs), I want a complete Hindi Voice Module Package in my software. If there is any extra cost for that, I am ready to pay.
Because, You know by using API, there will be limitations of their subscription plan, like some character limit in month etc...
