Need a coder

I need a virtual chat bot. I want the output as speech. I want it to take commands in speech format too. I have done the basic framework, like taking commands from Google etc. I want the next step to be building a knowledge base and incorporating that in my chatbot. Need the chat bot to match the input speech query with the knowledge base text articles, and then give output in speech accordingly.
