Convert C Static Library to DLL for Python Use

I have a static library (.lib) and header file (.h) written in either C or C++. The files were received as part of an SDK - I do NOT have access to the source code. I would like to convert the static library to a dynamic library (.dll) so that the internal methods can be called by a Python Script. The final Python software will be deployed on Windows.
Request end deliverable contains:
1) Dynamic link library of the original static library containing all original methods (.dll file)
2) Example python scrip showing how these methods can be called and accessed by a Python 3+ script.
